Scope and Contents
This collection contains administrative records and police publications created and accumulated by Richard Clarke, mostly during his time as Administrative Assistant to Atlanta Chief of Police George Napper (1939-2020). Records include correspondence, monthly reports, crime statistics, and departmental plans. Additional records pertain to Atlanta Police Department initiatives to curb burglaries and other crimes through environmental design, the adoption of buiding security codes, and through the THOR (Target Hardening Opportunity Reduction) Project, a two-year initiative aimed at increasing public awareness of anti-burglary and anti-robbery measures.
