Richard Clarke records of Atlanta Police Department
Scope and Contents
This collection contains administrative records and police publications created and accumulated by Richard Clarke, mostly during his time as Administrative Assistant to Atlanta Chief of Police George Napper (1939-2020). Records include correspondence, monthly reports, crime statistics, and departmental plans. Additional records pertain to Atlanta Police Department initiatives to curb burglaries and other crimes through environmental design, the adoption of buiding security codes, and through the THOR (Target Hardening Opportunity Reduction) Project, a two-year initiative aimed at increasing public awareness of anti-burglary and anti-robbery measures.

Biographical / Historical
John "Richard" Clarke (1949-) was born in Atlanta, Georgia, to Robert and Elizabeth Clarke. He graduated from Yale University in 1971, earned his Masters degree in Regional Planning at Cornell University in 1974, acquired a PhD in Sociology from Emory University in 1995. In 1973 he married Betty Lou Davis. Mr. Clarke served in the Atlanta Police Department from 1975 until he retired in 2008, obtaining the rank of Management Analyst.
