Lamar Rutherford was born in Decatur County, Georgia, and later married Andrew Lipscomb. She became the Georgia State Chairman of the National Woman's Party. She was involved with the Democratic Party in the state of Georgia. Additional biographical information about Mrs. Lamar Rutherford Lipscomb has not been determined.
