Scope and Contents

This collection contains a Certificate of Parole and a Monthly Supervision Report that the Georgia State Board of Pardons and Paroles issued for Tom Stark, who was convicted of assault with intent to murder in Butts County, Georgia. The certificate includes the parole start date; the maximum sentence expiration date; the names and addresses of Stark’s parole supervisor and employer; the parole conditions; and the signatures of Stark, the prison warden, and the Board’s Chief Supervisor, Henry B. Mayes Jr. The monthly supervision report lists the parole supervisor, Fred H. Craven, Macon, Georgia; parolee, Tom Stark; name of employer, Mr. G. E. Strickland, Concord, Georgia; and county of conviction, Butts County.

Biographical / Historical

The Georgia General Assembly signed the State Board of Pardons and Paroles into law in February 1943. It's mission is "ensuring public safety, protecting victims' rights, and providing offenders with opportunities for positive change." In August 1943, an amendment to the Georgia Constitution allowed the board to grant pardons and paroles, and to commute or remit sentences. In addition, the board established a staff of parole officers to implement the new rules.

Thomas "Tom" Stark (1909-?) was born in Georgia to Jack (1853-?) and Josie "Joe" Stark (1892-?). He resided in Butts County, Georgia. In 1946, he was convicted of assault with intent to murder and subsequently imprisoned on a six year sentence. He was granted parole in 1948. Additional biographical information about Thomas Stark has been determined.
