Scope and Content
This collection consists of five scrapbooks containing newspaper clippings, photographs, and letters concerning City of Atlanta personnel and the events affecting the city's Personnel Department, including the World War II years. They also contain newspaper clippings, photographs, and letters on the 81st Infantry Division, Army Reserves. General Sutherland's military career during World War II is not chronicled in these scrapbooks.

Administrative/Biographical History
Carl T. Sutherland was the first Director of Personnel of the City of Atlanta, Georgia, beginning in 1939. He helped set up the department but left in 1941 to serve in the Army. General Sutherland came back to the Personnel Department, again as Director, from 1946-1971. Sutherland was also a Major General in the United States Army Reserves in command of the 81st Infantry Division, which was based in Atlanta. He was a member of the Reserve Officers Association.
