Series II contains images of outreach events and campaigns sponsored by the WCC and its committees. The collection also includes submissions to photo contests sponsored by the WCC, including the Atlanta Beautiful contest, where Atlantans submitted photographs of littered areas in downtown Atlanta for cash prizes. The purpose of the contest was for the WCC to follow up with the City of Atlanta or other responsible parties of these areas in order to promote city cleanliness. This contest was also referred to as the "Accent the Negative" or "Atlanta Unbeautiful" contest in press and publications.

This series also features images related to the Atlanta Dogwood Festival, including parades, the Miss Dogwood Festival beauty contest, and the Dogwood Festival Queen beauty contest. Also included are images related to campaigns to clean up the city and properly dispose of waste, sponsored by the Atlanta Beautiful Committee, and Fire Prevention Week, sponsored by the Fire Prevention Committee in partnership with the Atlanta Fire Department. Of special note are images of a press conference outside of Atlanta City Hall with WCC President Pola Cooper and Mayor Andrew Young, as well as images from a labor union protest outside of City Hall associated with the American Federation of Labor and Congress of Industrial Organizations (AFL-CIO) and Plumbers, Pipefitters & Service Technicians Local Union 72.
