Biographical/Historical Note

Central Atlanta Progress, Inc. (CAP) is a private nonprofit community development organization providing leadership, programs and services to preserve and strengthen the economic vitality of Downtown Atlanta. It is funded through the investment of businesses and institutions. Now governed by a board of directors of Downtown’s top business leaders, the organization was also governed by an executive board and an officers’ board. It is maintained by a paid staff that includes the president. One of the most influential men to hold the position of president was Dan E. Sweat, Jr., who was president from 1973 to 1988. Committees include a finance committee and a nominating committee. An annual meeting is held.

CAP was formed in 1967 from a merger of the Central Atlanta Improvement Association (chartered in 1941) and the Uptown Association (formed in 1960 to promote the Ponce de Leon Avenue and North Avenue corridor). CAP conducted its first comprehensive planning project, the Central Area Study (CAS) with a focus on transportation issues, in 1971. In 1985-1986 CAP participated in a second Central Area Study (CAS II) which focused on quality of life issues in the metro area. A third comprehensive planning project, the Central Atlanta Action Plan, was completed in 1999. CAP has formed or sponsored numerous spin-off organizations, the most prominent of which are: Capacity, Inc., a special purpose, non-profit corporation sponsored by and affiliated with CAP and designed to qualify as a public, tax-exempt, charitable organization; Central Atlanta Civic Development, Inc., a private non-profit corporation owned by CAP; and Park Central Communities, Inc., a private for-profit development corporation. Park Central Communities was a stock company with Central Atlanta Civic Development, Inc. owning 62.5% of the shares. Other spin-off organizations include Downtown Environmental Patrol (Atlanta Clean City Commission); Midtown Business Association (Midtown Alliance); Trees Atlanta; Underground Festival Development Company; Central Area Network for Jobs; Atlanta Downtown Improvement District (ADID); COPA, Inc. (a real estate investment trust); and Downtown Transportation Management Association.


Scope and Content Note

This collection consists primarily of the records of Central Atlanta Progress, Inc. The collection includes a small amount of material (1929-1952) from predecessor organizations: Central Atlanta Improvement Association, Greater Atlanta for Annexation, Inc, and the Central Marietta Street Association. The collection also includes early correspondence regarding the Nashville, Chattanooga and St. Louis Railroad and the construction of viaducts and bridges in downtown Atlanta in the 1920s and 1930s. The bulk of the collection in Series II through IV consists of the records of Central Atlanta Progress from the early 1960s to 1994. Included in this core of material are records documenting the administration of Dan E. Sweat, Jr. was president of CAP from 1973 to 1988. The records consist of administrative files, financial records, and project files, which include correspondence, publications, clippings, reports and architectural material regarding the activities and projects in which CAP was involved. The collection provides information on Atlanta municipal government, urban development, transportation, housing, and human services.

This collection is organized into four series: I. Records of predecessor organizations, arranged chronologically; II. Administrative files, arranged alphabetically by topic; III. Financial records, arranged alphabetically by topic; and IV. Project files, which are organized into ten subseries all arranged alphabetically by topic: 1) CAS/CAS II, 2) Economic development, 3) Education, 4) Housing, 5) Human Services, 6) Marketing, 7) Public Safety, 8) Transportation, 9) Urban Design, and 10) Related organizations and topics.

Series 1: Records of predecessor organizations, 1924–1952

The series includes a small amount of material (1929-1952) from predecessor organizations: Central Atlanta Improvement Association, Greater Atlanta for Annexation, Inc., and the Central Marietta Street Association, which was formed in 1929 to promote business along Marietta Street between Spring Street and Peachtree Street. It consists of correspondence, clippings, diagrams, and other material pertaining to urban development in Atlanta prior to the formation of Central Atlanta Progress, Inc. (CAP) in 1967. The records document the construction of viaducts and bridges in downtown Atlanta in the 1920s and 1930s. Correspondence to and from Nashville, Chattanooga, and St. Louis Railway officials regarding the Central Avenue and Pryor Street viaducts is included. Railroad officials were also instrumental in the organization for business and civic improvements in the central city. The records of the Central Marietta Street Association pertain to the viaducts and include a proposal to develop a plaza park over the railroad between Spring and Courtland streets. The series also contains 1947 correspondence from Greater Atlanta for Annexation, Inc. concerning the annexation of Buckhead and Cascade Heights. A small amount of correspondence written in 1952 from the Central Atlanta Improvement Association, one of CAPs predecessor organizations, is also included in the series.

Talmadge; Congressmen Wyche Fowler, Jr. and Sam Nunn; Atlanta mayors Maynard Jackson and Andrew Young; Atlanta city officials Marvin Arrington, Leon Eplan, and Jule M. Sugarman; and Atlanta businessmen L. L. Gellerstedt, Jr. and Boisfeuillet Jones. In addition to correspondence, the series contains minutes, agendas, reports, and other material from the meetings of CAP officers, the Executive Committee, the Nominating Committee, and the Board of Directors as well as information on the annual meetings from 1973 to 1989. This series consists of project files in ten subseries that document the projects in which CAP was involved from roughly 1960 to 1994. Subseries 1 documents the Central Area Study (CAS) conducted by CAP in 1973-1974 and the second Central Area Study (CAS II) conducted from 1986 to 1988. CAS II contains reports and documentation on arts and recreation, conventions and tourism, housing and the homeless, public relations, public safety, retail, transportation, and urban design. Subseries 2, Economic Development, documents the partner organizations with which CAP worked and the subjects on which CAP focused. Organizations include Atlanta economic Development Corporation, Downtown Development Authority, Georgia Downtown Development Association, Overall Economic Development Planning, SRI International, and Triangular Partnerships. Subjects include enterprise zones, the MLK historic district, public-private partnerships, local tax revenues, and Underground Atlanta. Subseries 3 documents CAP’s interest in education, particularly the Atlanta Partnership of Business and Education and Atlanta Public schools.
Subseries 4 pertains to housing and the development of housing in downtown Atlanta. The subseries contains information on community development programs, U.S. Department of Housing and Urban Development programs, mixed use studies, and a mortgage consortium of investors in downtown development. This subseries contains a large amount of material on Park Central Communities, Inc., a for-profit entity of CAP, and its development activities in the Bedford-Pine area. Subseries 5, Human Services, documents downtown daycare programs, particularly CAP’s involvement in the Bowen Homes Day Care facility. This subseries also contains information on the homeless issue, including CAP’s creation of the Central Area Job Placement Center to provide jobs for homeless persons. There is also information on area health care. Subseries 6 documents CAP’s marketing projects, the CAP War Room and publications produced by CAP. Subseries 7, Public Safety, documents crime and police issues. This subseries contains information on the creation of a horse patrol, city ordinances on taxis and street vendors, and additional material on homelessness, public drunkenness and prostitution.
Subseries 8, Transportation, provides considerable information on MARTA and downtown road construction. Subseries 9 documents Urban Design programs, including Central City Park, Margaret Mitchell Square, Peachtree Walk, Southside projects, tree planting, and urban walls. The bulk of this subseries is devoted to documentation of projects in the Fairlie-Poplar area. Subseries 10 consists of organizations and subjects that are all related to the main program areas documented in subseries 1-9. Topics include Academy for Contemporary Problems, the Atlanta airport, Atlanta 2000, Atlanta Action Forum, Atlanta Business Coalition, Atlanta Convention and Visitors Bureau, Atlanta Regional Commission, the Atlanta Chamber of Commerce, bond referendums, City of Atlanta, Georgia Business and Industry Association, Governor’s Commission, International Business Fellows, International Downtown Executives Association (IDEA), Midtown Business Association, Resurgens Atlanta, Triangle Task Force, World Congress Center, youth hostels, and special projects.
