Biographical/Historical Note

Helen Elizabeth Bullard (1908 - 1979) was born in Dalton, Georgia, to George T. and Jennie Mae Brown Bullard. She studied home economics, psychology, and journalism at the University of Georgia and graduated with a Bachelor of Science in 1931, and a Master of Science in 1933. She also studied public administration at the University of Chicago as a Laura Spelman Rockefeller fellow. After school, she embarked on a life-long career in politics, community outreach, and public relations, during which she worked at the Georgia Power Commission and at the firms of Charles A. Rawson Associated and Toombs Amisano and Wells. Bullard is perhaps best known for her work at her own public relations firm, Helen Bullard Associates, which she founded in 1967 and managed until her death.

Bullard worked on as many as 165 political campaigns in Georgia during her career, including those of Mayors Ivan Allen Jr., William B. Hartsfield, and Sam Massell. The vast majority of the campaigns she worked on were successful, allowing her to be selective in her clientele. Beyond her work in politics, Bullard also consulted for the Atlanta Housing Authority on tenant relations in the early 1970s. The Atlanta Housing Authority (AHA) was founded in 1938 by Charles Forrest Palmer and remains active today, building and maintaining affordable housing in the city.

In addition to her work with the Atlanta Housing Authority, Bullard was Mayor Allen’s executive assistant in 1961 and consulted on various projects, including the creation of a hospital in La Grange, Georgia, the Memorial Arts Center at the Fernbank Science Center, and building construction at Spelman College. She also held leadership roles on the board of the Atlanta Urban League, the public relations commitee at the Atlanta YMCA, the Atlanta Memorial Cultural Center, the Atlanta Community Relations Commission, and the Relief Administrator of Whitfield County (1934).

Scope and Content Note

These papers pramarily relate to Helen Bullard's work with the Atlanta Housing Authority (AHA). Records include memoranda, minutes, membership information, agendas, reports, training material, surveys, resolutions, program materials, financial and budget records, and correspondence. Other materials pertain to political campaigns that Bullard handled between 1970 and 1976, including election reports that she collected between 1967 and 1977, and papers from her work with Judge Alexander William, A.L. Burruss, Milton Farris, and Fowler Wyche. The collection also contains records from Bullard's various other outreach efforts, including content from the Fernbank Science Center, the Ford Foundation, the Georgia Public Services Commission, and the Southern Regional Council. Other collection materials include news clippings, articles, and correspondence.
